Citizens may receive payola, only if they have sufficiently made vague goals and objectives. Residents need to plan to plan to receive payola, but should not hold their breath.
Is a goal like "have fun" vague enough? Can I pull an objective from a different goal if it works for me? What about "Make plans" for the goal, and "Spend more payola" for the objective?
